A Community-Centered Approach to Affordable Housing

When NAYA took ownership of Tistilal Village in 2008, we inherited a property with a rich history but significant challenges. Originally built in the 1970s by “Low Income Housing for Native Americans in Portland Oregon” (LIHNAPO), the building required extensive repairs that made rehabilitation cost-prohibitive.

Rather than abandon the vision, NAYA chose to completely redevelop the property—marking our first project as lead developer. This new capacity allowed us to create something truly aligned with our values: high-quality housing that our community deserves.

Supporting Every Step of the Journey

Our community has faced too much traumatic displacement. That’s why we took a trauma-informed approach, ensuring every resident had the support they needed throughout the transition.

What we provided:

• $12,500 in relocation assistance per household (78% more than required by law)
• Rent and utility assistance during redevelopment
• Access to NAYA’s wraparound services, including matched savings accounts (IDAs)
• Homeownership support that helped two families purchase their own homes

Of the original 34 households, 22 participated in our comprehensive support programs. Today, 11 families have returned to their Portsmouth neighborhood home in brand-new units, while others found new places to call home.

Modern Housing, Cultural Values

The redevelopment transformed 34 outdated units into 58 modern, energy-efficient apartments designed specifically for Native American families, including those experiencing homelessness.
