The Native American Youth and Family Center Board of Trustees assists in carrying out the organization’s mission to enhance the diverse strengths of our youth and families in partnership with the community through cultural identity and education.

Trustee involvement focuses on broadening NAYA Family Center’s base of support to strengthen partnerships and develop relationships within key communities and with potential contributors.

With more than 20 years of leadership experience in the health care field, Eric brings a deep knowledge of Medicaid policy, commercial plans and the integration of physical and behavioral health care. Eric served most recently as Chief Operating Officer for Boston Medical Center Healthnet Plan. Previous roles include CEO for ValueOptions Behavioral Health in both Texas and Illinois, and for Heartland Health Plan in Oklahoma. At Centene, he served as COO, Managed Health Services in Indiana; also as COO of Total Carolina Care in South Carolina.

Chey is an enrolled member of the Gitxsan Nation in Hazelton, British Columbia, and currently serves as the Associate Program Officer for Arts and Culture at the Oregon Community Foundation. She began her work at the Foundation in 2014 in the Philanthropic Services Department and has since moved into a role that taps into her performing arts background, supporting thriving and accessible arts communities across Oregon via OCF’s Arts and Culture portfolio. Chey holds a Masters in Social Work from Washington University (St. Louis) with a concentration in both Children, Youth and Families and Indigenous studies. Prior to her role at OCF, from 2001-2005, she worked for the National Indian Child Welfare Association as the Senior Government Affairs Associate focusing primarily on Indian Child Welfare policy and Title IV-E Foster Care and Adoption Assistance. She then transferred her social work skills into the veterinary world as a Certified Veterinary Technician in Tillamook, OR, but missed working in the nonprofit sector and began looking for a way to reintegrate into the field when she moved back to Portland in 2012. Outside of work, Chey enjoys spending time with her daughter exploring new recipes, spending time outside hiking or just sitting on a blanket reading in the sunshine, attending as many Broadway musicals as possible, and snuggling with any (and all) of her four pets.

Paul Lumley is the Chief Executive Officer for Cascade AIDS Project (CAP) and is a citizen of the Yakama Nation. He came to CAP in 2023 after being the Chief Executive Officer of the Native American Youth and Family Center since 2016. Prior to that, Mr. Lumley served as the Executive Director of the Columbia River Inter-Tribal Fish Commission (CRITFC) from 2009 to 2016 and Executive Director of the National American Indian Housing Council in Washington DC from 2007 to 2009. While also in DC, Paul Lumley served as the Senior Tribal Liaison for the U.S. Department of Defense from 2004-2007. From 1987 to 2004, Mr. Lumley served under several capacities at CRITFC. Paul Lumley currently served as a Commissioner for the City of Portland’s Independent District Commission and currently serves as a Portland Clean Energy Fund committee member.

Mr. Lumley has a wide-ranging background on issues that directly impact American Indians, Alaska Natives, and Native Hawaiians, and is a strong advocate for communities of color and the LGBTQ+ community. Experience areas include housing, health, education, social services, environmental protection and restoration, and tribal treaty rights. Mr. Lumley has a Bachelor of Science degree in Mathematics from Western Washington University in 1986. Paul identifies as Two-Spirit and lives with his husband in Portland, OR. His full legal name is Babtist Paul Lumley III.

Nancy Phillips has been integral in building Pac/West into one of the most influential political public relations firms in the region. With a Masters Degree in Teaching and 15 years in the classroom teaching communications skills, Nancy assisted clients and staff in delivering effective messages on vexing issues.

Nancy directed the growth of Pac/West from one office to, at one point, five offices that reached across the United States. She is responsible for administration and management of operations and addressing client needs.
In addition to her corporate responsibilities, she maintains an active role in the community, working with community service organizations that benefit women and children. She is a supporter of women in education.

Nancy serves on the Board of Trustees for Pacific University. She previously served on the board of The Foundation for Tigard Tualatin Schools.

Nancy brings hands-on classroom experience teaching oral communications to Pac/West clients. She is proficient in message development and delivery. Her training in speech, language arts and oral communication enables her to provide counsel to individuals looking to target their message.
Nancy holds a Bachelors of Arts degree in Speech and a Masters degree in Teaching from Pacific University in Forest Grove, Ore.

Areas of Expertise: Public speaking, message development, community outreach, special event development, teaching, business administration.

Personal Interests: Supporting organizations and causes for which she and her husband and Pac/West co-owner, Paul Phillips, care deeply about, especially those that help women and children.

Paul Phillips is one of the leading public affairs and political campaign strategists active today. With more than 30 years of professional experience in politics, marketing and issues management, Paul has an impressive track record of designing and implementing successful bi-partisan and non-partisan programs, initiatives, and campaigns on a wide range of issues.

Paul began his political career while working on the successful Oregon gubernatorial campaign of Victor G. Atiyeh. After five years working as assistant to Governor Atiyeh, Paul was hired by Nike, Inc., to manage communications and community development. Paul was then appointed to the State House of Representatives. After successfully winning two elections, Paul left the House and was elected to the State Senate where he served two terms.

Upon leaving the legislature in 1997, Paul and his wife, Nancy Phillips, began Pac/West Communications. Since then, Paul has grown Pac/West into one of the most successful political public relations and marketing firms in the region. Paul and Nancy have built a reputation as a national leader in the arena of behavioral change, whether they be national campaigns or statewide efforts.

Together, the Phillips’ worked to build a political public relations firm that once had office in five states and the District of Columbia. Pac/West’s coalition of clients included Tektronix, Intel, Genentech, Precision Castparts, Nike, Schnitzer Steel, and Columbia Sportswear and many others in Oregon. Elsewhere he represented the State of Alaska, Oxy Petroleum, Chevron, Anadarko Petroleum, Noble Energy, and outdoor sporting conservation organizations throughout the Western United States.

Paul has a B.A. in economics from Pacific University in Forest Grove, Oregon where he served on the Board of Trustees for over a decade. Paul also is a Board Member of the Boone and Crockett Club and remains active in the outdoors.

Cecily Quintana is owner of Quintana Galleries. Established in 1972, Quintana Galleries has grown from a small one-room shop in Old Town, to one of Portland’s most important forums for contemporary and antique Indigenous art. A family business, Ms. Quintana took ownership of the gallery in 2005 after having served as its director since 1985.

Ms. Quintana is a noted authority of antique and contemporary Native American and Indigenous art. Her thirty+ years of experience as a dealer specializing in museum quality object has afforded her the opportunity to procure important works for both private and public art collections including the Smithsonian Museum of Native American Art, the Bill and Melinda Gates Foundation, the Lucas Museum of Narrative Art, the Seattle art Museum, and the Jordan Schnitzer Family Foundation.

The Quintana Family has created a financially sound business that consistently gives back to the community through philanthropic and educational avenues including relationships with the American Indian College Fund, the Native Arts and Culture Foundation, and the Native American Youth and Family Center.

Throughout their many years in business, the Quintana’s have had numerous milestones to speak of including a multi-year commitment to the Portland Art Museum as sponsors of Native American programming. This collaboration includes the exhibitions “Beyond Beads and Feathers” and “People of the River: Native Arts of the Oregon Territory.”

Maria Rojo de Steffey was born and raised with her 9 siblings in a small-town farming community in Colorado. As a young woman, Maria decided to attend college at the University of Oregon. While there, her love for Oregon grew. After graduating she made Oregon her home.

Maria’s extensive experience includes two terms as a Multnomah County Commissioner where, among many initiatives, she originated and co-chaired the County’s Vital Aging Task Force, secured funding for the building the new Sauvie Island Bridge, secured the initial funding for the new Sellwood Bridge, led the process for the green roof on the Multnomah County Library in Portland and fought for funding for the Sexual Minority Youth Resource Center.

Seeing a need for stable and safe housing for families, Maria co-founded with Clara Padilla Andrews the Hacienda Community Development Corporation.

As a small business owner, Maria served as the President and Owner of ALMAR Contracting, LLC. Her company was a state certified WBE/MBE business renovating and repairing multi-family housing apartment buildings.

With a lifelong commitment to public service, Maria Rojo de Steffey has followed her path towards economic security and social justice for a diverse community.
